thats still not entirely correct, it will only be blocked if the IP still has an ACTIVE license, in which case vps.net support or cpanel can quickly track that down and resolve it because a user forgot to transfer there license or forgot to terminate it

I think he's saying that if an IP has had a TRIAL license used on it before, whether or not it's still active, you can no longer obtain a new TRIAL license for that IP. So if you set up a new server with the IP "123.456.7.8" and set up a trial cPanel license for it and then delete it, the next user to get the IP "123.456.7.8" will be refused cPanel trial license, regardless of active/inactive status.

That was my experience with Trial licenses anyway, they only work once per IP.

but still a simple email to cpanel will resolve that situation quickly again, simple explanation that its vps.net, and that user of IP previously must have been trialling it

Another quick question before I sign up. I'm thinking about offering my spare space/bandwidth as free hosting available to anyone. Would this be breaking any vps.net terms and conditions?

well it would be on your vps, and generally you can do what you like as long as its not illegal, personally i wouldnt offer that to anyone because you could quickly become over stretched on resources and have to upgrade just to keep free users happy or just to get performance on your paid part
