Amsterdam Cloud

I've noticed from the available clouds list that the Amsterdam Cloud is no longer listed. I know that I've created a server here so that I can have a non-London European server. Are there any plans to add either more capacity here or another European (non-London) cloud? -
Snapshot backup cloning and IP addresses

I use snapshot backups. I want to test whether the snapshot is working. I've used the snapshot backup in anger once before and it worked beautifully. I consider it prudent to want to test the backups occasionally when all is running smoothly to prove that they will work when used in anger.
If I were to create a custom template from a manual snapshot backup and create a new virtual server using this template, it would boot up with the IP address configuration of the existing server? I've had problems in the past where someone else's vps was incorrectly using one of my additional IP addresses, which caused it major problems.
If the template process is unable to boot up without having first over-ridden the IP address configuration, is there some way which the vps could be booted up in a console-only way so that I can reconfigure it before bringing it up with full networking.
If anyone has experience of this, I'd be delighted for your advice.
